Bill Reintroduced to Expand Digital Accessibility

A New Push for Digital Accessibility in Congress

On May 14, the Websites and Software Applications Accessibility Act was reintroduced in the U.S. House of Representatives. Just in time for Global Accessibility Awareness Day (GAAD) on May 15, the timing couldn’t be more fitting.

The bipartisan bill, now known as H.R. 3417, was introduced by Rep. Pete Sessions (R-TX) and aims to make sure that all people with disabilities—especially those who are blind or low vision—can fully access websites and apps in today’s digital world.

What the Bill Does

The bill works to fill long-standing gaps in accessibility by requiring websites and software applications to meet clear and enforceable accessibility standards. This is the third time the bill has been introduced, showing persistent momentum and growing support from both sides of the aisle.

If passed, the legislation would:

  • Ensure digital content is accessible to people with all types of disabilities
  • Support consistent accessibility standards across industries
  • Hold organizations accountable for digital inclusion

Supported by Leading Advocacy Organizations

Both the American Council of the Blind (ACB) and the National Federation of the Blind (NFB) have publicly endorsed the bill. These organizations are calling on policymakers to make accessibility a top priority and to recognize that digital equity is civil rights work.

Why It Matters

In an age where nearly every part of life—from work to healthcare to education—happens online, inaccessible websites and software don’t just frustrate users. They exclude them.
Accessible technology isn’t just a nice-to-have. For people who are blind or disabled, it’s the bridge to independence, opportunity, and full participation in society.
